Introduction to the Project

The Malta College of Arts, Science & Technology (MCAST), the Institute of Tourism Studies (ITS) and the Malta Qualifications Council (MQC) are partners in this Project called ‘Linking Industrial Needs and Vocational Education & Training (VET) to Optimise Human Capital’ (ESF 2.85). This project, which falls under Operational Programme II – Cohesion Policy 2007 – 2013 - empowering people for more jobs and to a better quality of life – and is part financed by the European Union. The overall objective is to increase the number of persons trained with the aim of addressing emerging trends and developments in the labour market in Malta. This project is meant to address Government’s policy of targeting investment by providing appropriate and flexible skills to enable human resources to shift from declining to expanding sectors, by improving the adaptability potential hence ensuring better employability.

Ten sectors have been chosen namely:

  • Pharmaceuticals and Chemicals
  • Financial Services
  • ICT
  • Furniture
  • Printing
  • Infrastructure
  • Food
  • Beverages
  • Maritime
  • Plastics

This project, aims to address the current and anticipated educational needs of the ten industrial sectors mentioned above. The potential skill gaps and shortages of the present workforce were identified through the first phase of the project which involved meeting with sector groups organised by the Malta Chamber of Commerce, Enterprise and Industry and ten different industry-specific surveys, . In the Second Phase of the project, these lacunae will be addressed through the implementation of specific training, aimed at ensuring the availability of a flexible workforce capable of responding to new occupational needs, key competencies and future skills requirements.


Thus the Labour Force will benefit by having skills that make it more adaptable, employable and mobile. Enterprises will benefit by having the opportunity to influence training curricula through their participation in sector groups. Additionally, on project completion, enterprises will benefit from having better trained personnel.
